Abstract

La activación de la «coerción estatal» (art. 155 CE) por primera vez en cuatro décadas de vigencia de la Constitución de 1978 ha tenido el doble efecto de generar una «experiencia constitucional» y, en la estela de esta, una jurisprudencia constitucional con alcance de conformación del instituto. La suma de esa experiencia y de esa jurisprudencia permite hoy un primer balance, no ya puramente abstracto, de las posibilidades y límites de esta pieza básica a la vez del derecho de excepción y de la estructura territorial del Estado.
