Abstract

Pese al gran debate teórico en tomo a los aspectos participativos de su filosofia polftica, el republicanismo ya no puede presertíarse como un modelo alternativo a la democracia liberal de nuestros días. Suiza, siendo la república más antigua del mundo, mantiene desde hace siglos instrumentos de participación popular, como los referendos y las iniciativas legislativas, y su función no es marginal, sino que constituye uno de los rasgos más importantes de su sistema político. Sin embargo, éste no deja de ser homologable en su conjunto a los del resto del mundo occidental. Paradójicamente, dada la importancia de sus instituciones republicanas, la Suiza actual posee un sistema de gobiemo liberal-representativo en el que la Constitución Federal consagra un conjunto típicamente liberal de derechos y libertades, aun cuando su particular cultura política y ciertas instituciones participativas de origen republicano le otorgan un carácter especial.
