Abstract

Francisco Rubio no sólo fue un constitucionalista teórico, sino también práctico. Como secretario general del Congreso de los Diputados durante los años 1978 y 1979 ejerció un protagonismo indudable en su organización y funcionamiento como cámara democrática durante la Transición y el proceso constituyente; como magistrado, y después Presidente del Tribunal Constitucional, ejerció un papel clave en la conformación y desarrollo de este importante órgano constitucional. Su obra intelectual no solo pone las bases del moderno Derecho constitucional, contribuye de manera decisiva a forjar una escuela formada en torno a su figura caracterizada por rigor en el conocimiento, espíritu crítico en los debates, tolerancia sin ningún tipo de sectarismo, y, por supuesto, independencia de criterio.
