Artificial Intelligence in the Latin American Public Sector. A comparative study based on the Ibero-American Charter on Artificial Intelligence in Public Administration

Abstract

In recent years, Artificial Intelligence (AI) has permeated governments and public administrations, including in the Latin American region. In 2023, the Ibero-American Charter for Artificial Intelligence in the Public Administration was approved, a process during which a survey was carried out to all national heads of civil service and administrative modernisation, regarding the situation of AI within their public sector. Based on the analysis of the content of the CIIAAP and the main results of the survey, the paper raises issues related to this topic in the Region and proposes a discussion of the results, with the aim of informing AI strategies and policies from and in public administrations in Latin America. The implications for different areas of public policy and public service, as well as in relation to public personnel and citizens, are also considered. This will provide a global approach to AI in the Latin American public sector based on the available evidence, as well as considering the perceptions and the role to be played by non-technical managers in the dynamics of appropriation and orientation of AI in the public sector.

Bibliometric impact. Analysis of the contribution and dissemination channel

The work has been published in the journal Revista Del Clad Reforma Y Democracia, and although the journal is classified in the quartile Q4 (Agencia WoS (JCR)), its regional focus and specialization in Public Administration, give it significant recognition in a specific niche of scientific knowledge at an international level.

From the perspective of influence or social adoption, and based on metrics associated with mentions and interactions provided by agencies specializing in calculating the so-called "Alternative or Social Metrics," we can highlight as of 2025-08-07:

  • The use, from an academic perspective evidenced by the Altmetric agency indicator referring to aggregations made by the personal bibliographic manager Mendeley, gives us a total of: 4.
  • The use of this contribution in bookmarks, code forks, additions to favorite lists for recurrent reading, as well as general views, indicates that someone is using the publication as a basis for their current work. This may be a notable indicator of future more formal and academic citations. This claim is supported by the result of the "Capture" indicator, which yields a total of: 16 (PlumX).

With a more dissemination-oriented intent and targeting more general audiences, we can observe other more global scores such as:

  • The number of mentions on the social network X (formerly Twitter): 76 (Altmetric).

It is essential to present evidence supporting full alignment with institutional principles and guidelines on Open Science and the Conservation and Dissemination of Intellectual Heritage. A clear example of this is:
